Plan for Neighbourhoods


St Helens Borough Council has been successful in securing Plan for Neighbourhoods funding for Newton-le-Willows. This funding will see £20m invested in the town, spread over the next 10 years.

Formerly known as Long-Term Plan for Towns (LTPT), Plan for Neighbourhoods funding will enable the delivery of projects that address key issues facing residents and businesses in Newton-le-Willows. Projects can be physical improvements or can support smaller-scale community initiatives and activities. The Council wants to ensure local people can contribute to the plan and is inviting people to share challenges, opportunities, and ideas for the changes. They want to understand what people think the vision should be for the town in 10 years. The funding will enable the delivery of projects across eight key themes:

  • Regeneration, high streets and heritage
  • Housing
  • Work, productivity and skills
  • Cohesion
  • Health and Wellbeing
  • Transport
  • Safety and security
  • Education and opportunity

A Neighbourhood Board has been established to inform and shape the town's Plan. Newton-le-Willows Neighbourhood Board will oversee the development and delivery of the Regeneration Plan and 4-Year Investment Plan, as part of the Plan for Neighbourhoods programme. The Neighbourhood Board contains key representation from across Newton-le-Willows, and will provide a strategic overview, direction, and scrutiny of delivery against the plan and will work with the Council, as accountable body for the funding. The Board consists of representatives from the community, local businesses, sports clubs, the third sector, faith groups and public sector agencies, alongside the local MP, and relevant representatives from the Combined Authority and local authority representation. Hatch Associates and Layer.Studio is supporting the Council and Neighbourhood Board with the process and local social enterprise PLACED is leading public engagement activities. There will be several meetings and workshops with local groups, drop-in events, self-led engagement, and an interactive website where people can share their views. These conversations that take place will help the Council and Neighbourhood Board to prioritise proposals that could have the greatest impact on the town, and to decide where funding should be invested. This funding, over a 10-year period, will provide long-term certainty to deliver a range of projects and interventions.

This consultation is open from Monday 7th April until Sunday 18th May.
